    The
    Pennsylvania Civil Defense
    license plate tags
    were issued during the cold war years of the 1950s thru the 1970s; however, the exact years of issue are unknown. Plates were issued by the
    State Office of Civil Defense
    , today known as the
    Pennsylvania Emergency Management Agency
    and were distributed by PA's counties. Plates were front mounted on vehicles, and were given to people who had a role in civil defense. All plates measure 4" by 9½". The first part of the plate number represents the county code, the second part is the plate serial number, all are undated. All of the plates shown are from Sullivan County. All of the plates were never issued and are in numerical order.
