I have had a local machine shop cut the necessary parts from 2024T3 aluminum sheet I provided on their CNC waterjet machine. The doubler and access cover are sized identically as the original Piper Kit 765-106V.   Unlike the OEM kit, I have added the predrilled pilot holes (#40 drill bit size) for the 20 required (#30 size) MS20470AD4-4 solid rivets securing the doubler to the wing skin to ease installation.  The photos show the parts as compared to the OEM panel kit, the OEM parts will not be provided!
The DIY (?Do it Yourself or Do it to Yourself? lol) Kit consists of two doublers, two flat covers, sixteen nutplates, and sixteen stainless screws: OEM Installation instructions for Piper Kit 765-106V included. Doublers and covers require deburring, painting, and dimpling.
No, I do not have the engineering blueprints and factory specifications for these parts. The doubler may be the only issue you have as the rivets, MS21049L08K nutplates, and MS24693C48 screws are standard MS items. Material certs for the 2024T3 aluminum parts will also be provided.
The Piper Service Manual gives the skin thickness and materials for the wing skin panel being "repaired" or altered by the addition of a doubler and cover for a hole made in the wing lower skin per SB1304A, and SB789B.   Piper used their kit in many different Service Bulletins, including SB789B Inspection of the wing rear attachment fitting and SB 1304A Inspection of the wing main spar and wing skin.  The cover is also used in SB977 baggage compartment floor, You may use this information to generate a FAA Form 337 for a Field Approval on a Major Repair or Major Alteration citing AC43.13-1B per the Piper Service Manual. I will include a copy of my FAA pre-approved FAA Form 337 to be used as ?acceptable data? in obtaining your very own FAA Form 337 for your specific airplane.

Paragraph (g):  Inspect the Left and Right Main Wing Spars for Corrosion
1) Gain visual access to the inspection area by complying with either paragraph (g)(1)(i), (ii), (iii), or (iv) of this AD.
(i) Remove existing wing inspection access panels and fairings.
(ii) Install Inspection Access Hole Kit part number 765-106V, and then remove the wing inspection access panels and fairings.
